Honestly, just set it to the max your monitor can handle and forget about it. '-freq 240' is the way if you've got the screen for it. GG.

Changing your CS:GO refresh rate is easier than defusing a bomb in-game, trust me. First thing, you gotta check what your monitor can handle – no point setting it higher than it can go. Then, right click on CS:GO in your Steam library, go to 'Properties', hit 'Set Launch Options', and type in '-refresh X' or '-freq X', where X is the refresh rate you desire. So, if your monitor's a beast at 144Hz, you'd type '-refresh 144'. Restart the game, and boom, smoother than a knife kill.

I tried changing mine and ended up sticking with the default. Too much hassle for little gain if you ask me. Some pros swear by it but honestly, unless you're aiming to go pro, focus on improving your aim instead.
