Short answer: You can't tweak team sizes in official matchmaking games. Those are set by Valve and are non-negotiable. If you're playing in a custom server or your own game, use the 'mp_limitteams' command in the console.

Actually, messing with player limits ruins the competitive balance. Just play the game as it's meant to be played. Why change a perfect formula?

Changing the player limit in CS:GO isn't too complicated if you're hosting your own game. Just open the console (you might need to enable it first from the game settings) and type 'mp_limitteams X' (replace X with the number of players you want per team) and 'mp_autoteambalance 0' to prevent the game from auto-balancing the teams. This will let you set the limits to whatever you prefer.
