Just tweak the launch options in Steam. Add '-w 1024 -h 768' for that sweet retro 4:3 aspect ratio. It's how the pros play!

Honestly, why bother changing it outside the game? The in-game settings work just fine. Just go to video settings next time you're in CS:GO.
