Actually, it's about your loadout. Go to Inventory > Loadout and pick the weapons you want as defaults. Works like a charm for me every time I need a change.

Quick answer: You can't spawn with any weapon you want. Just pick between the available pistols for each side in the loadout menu. No AWPs at spawn, sorry!
