Just drag it over, man. Launch CS:GO, then while it's running, press Alt+Tab to minimize it. Click and hold the game on your taskbar, drag it to the monitor you want, and maximize it. Should work like a charm.

Easy fix! Right-click on your desktop and select 'Display Settings.' Scroll down to 'Multiple Displays,' and make sure you set the monitor you want CS:GO to open on as your 'Main Display.' Most games, including CS:GO, will automatically open on the primary monitor set by Windows.

If you're using an Nvidia card, you can also change the preferred monitor for games. Open Nvidia Control Panel > Adjust desktop size and position > Select the monitor > Use my preference emphasizing: Performance. It's a bit more work but helps if you have a dedicated gaming monitor!
