Easy peasy lemon squeezy! Just launch CS:GO, and look at the main menu screen. Your cooldown level will be displayed right there in the middle of your screen. It's impossible to miss, unless of course, someone's thrown a flashbang in your living room.

U just gotta open CS:GO, fam. It's right there when you get to the main menu. Valve isn't trying to hide it from you. If you're on cooldown, it'll be staring you in the face like a bad K/D ratio.
