Easy peasy! Just open CMD and type 'ping' followed by the IP address of the CS:GO server you wanna check. Like this: 'ping 123.456.789.10'. You'll see the ping response times in milliseconds. Good luck!

Honestly, why bother? Just use the in-game net_graph. It shows your ping in real-time, no need to alt-tab out.
