Starting your own CS:GO dedicated server isn't as daunting as it might seem. First thing's first, download SteamCMD, Steam's command-line version. After that, you'll use it to install and update the CS:GO server code. Dive into some config files to set your server rules and map rotation. Don't forget to forward ports on your router (usually TCP/UDP 27015) to allow peeps from the outside to join your fresh server. I set mine up last year, wasn't too bad. Biggest tip: make sure your internet can handle it, or your friends will roast you for lag. Follow online guides step-by-step, and you'll learn a lot about servers in general. Also, be ready to become the go-to tech support for your friends haha.
