First off, gotta say, smurfing is controversial, but if you're determined, here's the lowdown: You'll need a new email to create a separate Steam account. Once you've got that sorted, buy CS:GO (if it's not during a free-play period) for your new account. And voilà, you're all set with a smurf account.
