Just download a dedicated server tool like SteamCMD and follow a guide. Tons of tutorials online can walk you through each step. Honestly, it's easier than trying to explain here!

Starting your own custom server in CS:GO isn't as daunting as it might seem! First, you'll need to enable the developer console from the game settings. Once that's set, launch CS:GO and open the console with the `~` key. Type `sv_lan 0` if you want your server to be available online or `sv_lan 1` for LAN only. Then, decide on the game mode and map. For example, for a classic competitive mode on Dust II, you'd type `map de_dust2`. Finally, hit enter, and welcome to your very own CS:GO server!
