a resident (sadly, it's not as simple as telling Tom Nook to give them the boot). If it's an animal villager you want gone, you'll have to ignore them completely, or keep complaining to Isabelle about them. Eventually, they'll get the hint and think about moving out. If it's another player, just go to the main menu, navigate to the 'Save Data Settings' and select 'Delete Resident Registration' for the player you want gone. Warning: This will erase all their data, so make sure you're not deleting someone who'll miss their stuff!

Honestly, just time travel. It's the fastest way to get someone to leave your island in Animal Crossing. Keep skipping days until the villager you want gone asks to move out. Not everyone’s cup of tea because it feels like cheating, but hey, it works.
