Easy peasy! Open your Steam client and click 'Steam' in the upper left corner, then go to 'Settings'. Click on the 'In-Game' tab and you'll see 'Enable the Steam Overlay while in-game' at the top. Just uncheck that box, and voila, no more Steam Overlay in CS:GO or any other game you play through Steam.

Seriously, keep it on. The Steam Overlay is super handy for chatting with friends or browsing the web without alt-tabbing out of CS:GO. But if you really want to disable it, follow the steps in the first answer.
