Just hop onto a community server that's set up for 1v1s. Easy peasy. You can find tons of these by filtering your in-game server browser for '1v1' or 'Arena'.

Honestly, just use community servers for 1v1s. Setting up a match yourself is such a hassle.

Setting up a 1v1 in CS:GO is actually pretty simple! First, you gotta invite your friend to a lobby. Then, select 'Play' > 'Play With Friends' > 'Set to Private Match' > 'Workshop Maps' and choose a 1v1 map (you can find these in the Steam Workshop, Aim Maps are perfect for this). Once you're in, just start the game, and you're good to go for that head-to-head action!

I did a 1v1 once by simply setting up a game with bots, then kicking all the bots via console commands ('bot_kick' in console after pressing '`'). Then, invited my buddy over Steam, and we had the whole map to ourselves. It's a bit of a roundabout way, but it works if you don't wanna bother with downloading maps or finding a server.
