Just move the game after installing. Install CS:GO normally through Steam and then physically move the installation folder to your external drive. Next, go to Steam, right-click CS:GO in your library, select 'Properties,' then 'Local Files,' and 'Move Install Folder.' Choose the new location on your external drive. It's a bit of a roundabout way, but it works!

Honestly, why bother? Keep it on your main drive for faster load times. External drives can be slow.
