Easiest way? Just launch CS:GO, head to the 'Workshop' tab in the main menu. There, you can browse tons of community-made skins. Find one you like, click 'Subscribe', and voila! The skin will be available in your game. Remember, these skins are mostly for offline play and servers that enable it!
