To turn on NVIDIA Reflex in CS:GO, you'll want to make sure you have a compatible NVIDIA graphics card first. Then, it's super simple: launch CS:GO, go into the Settings menu, find the Video settings, and there you should see the option for 'NVIDIA Reflex Low Latency'. Enable it, and boom, you're all set to enjoy reduced latency and smoother gameplay! If you can't find the option, make sure your game and graphics drivers are up to date.

AFAIK, Reflex only helps if your PC struggles with GPU-bound scenarios. My rig's a beast, and I barely noticed a difference. But for my buddy with an older setup, it was like night and day. Definitely worth trying if you're not running top-tier hardware!
