Just hit Shift+Tab in-game, if nothing shows up, you didn't enable it. Go to Steam settings > 'In-Game' > check 'Enable the Steam Overlay while in-game'. That should fix it!

Honestly, who needs the Steam Community overlay in CS2? Just focus on the game!

Enabled it once, kept accidentally opening it mid-game. 10/10 would not recommend if you're as clumsy as I am.
