Just level it up in the rain, simple as that. Make sure it's at least level 50. No need to complicate things!

TBH, I just kept mine in the party while exploring the rainier areas. Hit level 50 during a storm and bam, evolution happened. Keep exploring and battling, and it'll happen when you least expect it.
