So, here's the thing: Arceus doesn't evolve in Pokemon Scarlet and Violet, or any other Pokemon game for that matter. Arceus is known as the "Original One" and is said to have shaped the Pokemon universe. Being pretty much a deity in the Pokemon world, it's already at its peak form. So, no evolving this mythical creature, just awe and respect!
