Only female Combees can evolve, period. So, if it's not female, no evolution for you. Better start checking those gender symbols, trainer.

To evolve Combee in Pokémon Violet, you gotta make sure it's a female Combee first. Not all Combee are born equal here, folks. If you got yourself a lady Combee, just level her up to level 21 and voila, you've got yourself a majestic Vespiquen to command!
