To evolve Eevee into Vaporeon in Pokémon Violet, you'll need to use a Water Stone on Eevee. You can find Water Stones scattered around the Paldea region, especially near bodies of water or buy them at Delibird Presents shops in the game. Just select the Water Stone from your bag, choose Eevee, and voila, you've got yourself a Vaporeon!
