Eiscue evolves in a pretty unique way compared to other Pokémon! You don't need a specific item or level. Instead, make sure Eiscue is in your party and then find a way to change its form. Once Eiscue is in its 'No Ice' form, it needs to level up once during this state. This basically means you gotta let Eiscue take a hit that knocks off its ice cube head, then level it up before it can change back. Quite a quirky method but totally fits Eiscue's cool vibe!

Eiscue doesn't evolve. What you see is what you get. Ice cube head forever.

I evolved my Eiscue last night! Had it in my party, got into a battle, and made sure it got hit to change forms. Then, I used a Rare Candy to level it up right away. Bam, evolved! It's a cool process and different from most other Pokémon.
