Igglybuff evolves into Jigglypuff when it levels up with high friendship! So you gotta make sure Igglybuff is super happy with you. You can increase friendship by battling together and not letting it faint, giving it a Soothe Bell to hold, and feeding it berries or using the Friendship Checker in the game. Once Igglybuff loves you enough and levels up, boom! You get a Jigglypuff.

I'm convinced my Igglybuff evolved just from how much we hung out and had fun. Battles, berries, and just exploring together. Then one level up with a full friendship meter, and it was Jigglypuff time. Showing your Pokemon some love really does the trick!
