Just make Riolu really happy during the day and it'll evolve. Simple as that.

Make sure it's daytime in your game when you're leveling up Riolu with max friendship! I missed this detail and was so confused why it wouldn't evolve. Once I leveled it up during the day, boom, got my Lucario!
