To evolve Magmar into Magmortar in Pokemon Scarlet, you gotta get yourself a Magmarizer first. After you've managed to snag one, trade your Magmar while it's holding the Magmarizer with a friend. Boom! You'll have yourself a Magmortar. Remember, the trade is key, as holding the Magmarizer alone won't spark the evolution.

Can confirm the trade method works. Searched everywhere for a Magmarizer, finally got one, and trading it while attached to Magmar did the trick. Evolution happened instantly after the trade completed. Super satisfying to see my Magmar evolve into Magmortar.
