Just level it up in the rain. Short and sweet.

Took me forever to figure this out, but yeah, the rain thing is legit. Had my Naclstack hit the level-up while it was pouring, and bam, evolution! Make sure you're in an area where it can actually rain though; some parts of the game don't have weather changes.
