Honestly, evolving Qwilfish is more trouble than it's worth. There are way cooler Pokémon to spend your time on in Violet.

Just catch and battle a lot with Qwilfish. Use Barb Barrage 20 times in real battles, and boom, it'll evolve. No need to complicate things.
