Evolving Ralts into Kirlia is super easy! Just level up your Ralts to level 20 and it will evolve into Kirlia. If you want to evolve Kirlia into Gardevoir, keep leveling up till it hits level 30. Don't forget, if you're after a Gallade instead of a Gardevoir, you'll need a male Kirlia and a Dawn Stone. Happy evolving!

Honestly, just catch a Kirlia in the wild if you can, way faster than leveling up a Ralts from scratch.

Level 20? My Ralts evolved at 19. Maybe it's a bit random, but keep an eye on it around those levels.
