Just level it up with high friendship during the day. Riolu doesn't need any fancy stones or special locations, just good old-fashioned love and battles.

Leveling up Riolu with max happiness during the day is the way to go. Worked for me on the first try! Make sure it doesn't faint too much and keep it in your party to boost that friendship.
