Skiddo evolves into Gogoat at level 32. Just keep leveling up your Skiddo by battling other Pokémon and gaining experience. Once it hits level 32, it'll start to evolve, turning into the much mightier Gogoat. Make sure you don't have an Everstone equipped on Skiddo, as it prevents evolution.

Honestly, just level it up. Skiddo evolves at level 32 into Gogoat. I did it by grinding in battles, didn't take too long. Plus, Gogoat's a cool addition to the team, totally worth the effort.
