I tried evolving Ursaring SO MANY times without knowing about the weather condition. Once I battled in harsh sunlight and used Peat Block, it worked. Ursaluna is a beast!

To evolve Ursaring in Pokemon Scarlet, you gotta make Ursaring use the move Peat Block in a battle. But catch this, it's gotta be during specific weather conditions: either Harsh Sunlight or a Snowstorm.
