To exec a cfg in CS:GO, you first gotta make sure your cfg file is in the right folder, which should be '\Steam\steamapps\common\Counter-Strike Global Offensive\csgo\cfg'. Then, when you're in-game, open the console by pressing `~` (you might need to enable it in the game settings first) and type 'exec filename.cfg', replacing 'filename' with the name of your cfg file. And boom, your settings should load right up!
