Just wander around in the South Province, especially Area Two. Gulpin isn't that rare, but it might take a bit of patience. Happy hunting!

Honestly, found mine by accident while chasing a Lechonk. Keep an eye out in grassy areas, and you might just stumble upon Gulpin without even trying.
