Your best bet is to hang around the area near the wind turbines; that's Rotom's favorite haunt. If you're patient enough and keep your eyes peeled, Rotom might just make an appearance. Don't forget to have your Pokeballs ready!

Actually, finding Rotom isn't that hard. Just make sure you're searching at the right time - nighttime. Then head towards any large wind turbines in the game, Rotom loves electricity!
