Firewall settings! Make sure your firewall isn't being overprotective and blocking CS:GO. I had to add an exception for the game in my firewall settings, and bam, back in action.

Just wait it out. Sometimes the servers are just having a moment and there's nothing you can do but wait for Valve to fix their stuff.
