You might want to verify the game files through Steam. Right-click CS:GO in your Steam library, go to properties, then local files, and hit 'verify integrity of game files.' This can fix if something got messed up.

Just slap the '`' key harder, works every time. If not, maybe it's not enabled in your game settings, or your keyboard is set to a different language/layout.

Enabling the console in the game settings is step one. If it's already enabled and not working, your config file might be read-only.
