First thing's first, check if VSync is ON in your game settings or NVIDIA Control Panel/AMD Radeon Settings. Turning VSync OFF can remove the FPS cap. If that doesn't do the trick, try setting 'fps_max 0' in the console to remove any in-game FPS limit. Sometimes, your PC's power plan is set to Power Saver, switch it to High Performance to give CS:GO all the juice it needs!

Just type 'fps_max 999' in console. Bam! No more cap.

Honestly, the real problem might be your PC, not CS:GO settings. If your rig isn't up to snuff, no amount of tweaking's gonna uncap those FPS. Time for an upgrade?
