Had this issue last week! Messed around with the game's config file like a pro. Go to your CS:GO installation folder, find the config.cfg file, and add the line "mat_setvideomode [width] [height] 0" – swap out [width] and [height] with your numbers. This method's a bit of a hack, but it worked for me when nothing else did.

Honestly, just play on the resolution it sets automatically. Too much hassle to change it. It doesn't really make that much of a difference, does it?
