Honestly, just uninstall and reinstall the game. I had the same issue and nothing else worked. Sure, it takes a bit longer, but you get a fresh start without any pesky background process issues.

First things first, give your computer a quick restart; sometimes, that's all it takes to fix weird glitches like CS:GO running in the background. If that doesn't help, try opening Task Manager (Ctrl+Shift+Esc), find CS:GO in the 'Processes' tab, and end it manually. Then, relaunch the game. If the issue persists, check if your antivirus is messing with CS:GO. Some aggressive antivirus settings might prevent it from launching correctly. Lastly, verify the game files through Steam. Right-click on CS:GO in your library, go to 'Properties,' then 'Local Files,' and click on 'Verify integrity of game files.'
