Check your firewall and antivirus settings. Sometimes they get too excited and block CS:GO from connecting to the server. Make sure CS:GO has permission to access the internet in your firewall settings.

Could be your network acting up. Use a wired connection instead of Wi-Fi if you can, it's usually more stable for gaming. If nothing else works, might be worth contacting your ISP to check if they're blocking gaming servers for some reason.
