Ran into this error last week! What worked for me was updating my graphics card drivers and making sure my DirectX version was up to date. If that doesn't do the trick, try launching CS:GO with the '-windowed' launch option. You can add this by right-clicking on CS:GO in your Steam library, selecting 'Properties', then 'Set Launch Options', and typing in '-windowed'. Hope this gets you back to defusing bombs in no time!

Honestly, I just ignored it and played something else. CS:GO will sort itself out eventually, or not. Plenty of fish in the sea.
