Honestly, just cap your FPS. It sounds counterintuitive but setting a max FPS can actually smooth things out. Open console with `~` and type `fps_max 60` (or whatever your refresh rate is). And while you're at it, clean your PC, both physically and software-wise. Dust buildup can overheat your components and background processes can eat up your resources.
