Had the same issue with my setup. Changing CS:GO to 'Windowed Fullscreen' helped a lot. Also, make sure your primary monitor is set to the one you play CS:GO on. It doesn't completely eliminate the issue but makes it way more manageable.

Not sure why everyone suggests 'Windowed Fullscreen'. Just use software to lock your cursor to one screen while gaming. Check out Cursor Lock or Dual Monitor Tools. They're life savers and you can keep the game on 'Fullscreen' for better performance.
