Just hit up the console with 'noclip' after turning on cheats with 'sv_cheats 1'. EZPZ.

Flying in a private CS:GO match is all about using the 'noclip' command. First, make sure you've got cheats enabled by opening the console (usually the '~' key) and typing 'sv_cheats 1'. Then, just type 'noclip' into the console, and you're off! You can fly around the map freely, passing through walls and objects. To stop flying, just type 'noclip' again.

Honestly, why fly when you can run and gun? That's the real CS:GO experience. But yeah, 'noclip' is your answer if you really wanna.
