Alt+F4 is your friend when it comes to quickly closing games like CS:GO. Just press Alt+F4 keys together when the game window is active, and it should close down right away. If that fails, Task Manager is the next best step.

When CS:GO decides it won't shut down the traditional way, hit Ctrl+Alt+Delete, open Task Manager, find CS:GO in the list of processes, and hit 'End Task'. The game will close immediately. Works like a charm every time!
