For Windows users, press Alt + F4 to close CS:GO instantly. If that doesn't work or the game is completely unresponsive, hit Ctrl + Shift + Esc to open Task Manager, find CS:GO in the list, and click 'End Task' to force stop it. Works like a charm every time!

From my own experience, Ctrl + Alt + Del and then hitting 'Task Manager' to end CS:GO from there is the most reliable way. Sometimes Alt + F4 feels like it's just a suggestion to stubborn games.
