Just set the launch options. Right-click CS:GO in your Steam library, go to properties, then set launch options and type in '-tickrate 128'. Next time you start a practice game, it'll be on 128 tick.

Easy peasy! Just launch CS:GO and open the console (you might need to enable it in the game settings first). Then, type in 'sv_cheats 1' to enable cheats (don't worry, it's cool in offline mode) and after that, 'tickrate 128'. Boom, you're set! Enjoy the silky smooth 128 tick experience.

Been doing this for practice sessions. It feels a lot smoother, especially for practicing smokes and movement. Make sure you do it every time you start the game though, doesn't save your settings.
