First off, you wanna open your Radeon Settings. Look for Display options. In there, you should see GPU Scaling. Turn that on and then select the option for Full Panel under Scaling Mode. This should stretch the resolution in CS:GO when you set the game to 4:3 in the video settings. Don't forget to adjust the in-game settings to 4:3 resolution too!

Just set your in-game resolution to 4:3 and make sure the GPU Scaling is on with Full Panel setting in your Radeon software. Easy peasy.
