Getting 75 Hz in CS:GO is all about your monitor and settings. First, make sure your monitor supports 75 Hz. If it does, go into your display settings (right-click on the desktop) and change the refresh rate to 75 Hz. Then, open CS:GO, go to 'Settings' -> 'Video Settings' and set the 'Display Mode' to 'Fullscreen'. This ensures the game runs at the maximum refresh rate supported by your monitor. Sometimes adding '-refresh 75' to your CS:GO launch options in Steam can also force the game to run at 75 Hz.

Just set your monitor to 75Hz in the display settings and make sure CS:GO is in fullscreen mode. Easy peasy.

Honestly, unless you have a really old monitor, you're missing out not going for 144Hz or higher. 75Hz is so 2010.
