Hmm, just catch a Magneton and level it up. Pretty sure it evolves into Magnezone that way. The whole 'special location' thing seems overrated.

Got my Magnezone by leveling up my Magneton near the area with all those electric rocks. Not sure what it's officially called, but you can't miss it - looks all sci-fi and stuff. Worked like a charm!
